Summary:

The Migrant Student Engagement/Graduation Coordinator works in concert with NWESD staff, OSPI, ESD’s, and local districts to support schools and school district personnel through professional development, technical assistance, and collaborative project development to increase migrant student achievement in the content areas, graduation and reengagement/non-academic supplemental services and ultimately increase migrant student engagement and graduation.

Essential Functions:

Duties listed are intended to provide a summary of the major duties and responsibilities of this position. Incumbent(s) may not perform all duties listed and may be required to perform additional duties not listed, but within the general scope of the position.

  • Provides professional development to migrant and non-migrant educators in school buildings and districts to improve PreK-12 (and out-of-school) migrant student learning. Professional development topics may include the unique needs of migrant students, cultural wealth of migrant students, growth mindset/asset-based approaches, migrant data analysis, student/family voice, best engagement practices for migrant students, evidence of student learning/engagement/prevention/intervention, to meet the unique needs of migrant students, parent and student engagement, and other topics as outlined in the OSPI annual contract.
  • Provides technical assistance to school administrators, migrant graduation specialist and migrant student advocates in selecting or designing/developing/reporting appropriate migrant graduation, student engagement and non-academic supplemental services which are effective in meeting the unique needs of migrant students. Technical assistance topics may include migrant data analysis, career and college, scholarships opportunities, FAFSA/WASFA, post-secondary exploration through migrant education program guidance, supplemental academic and non-academic services, parent engagement, and program planning, implementation, and evaluation.
  • Assists schools or districts in identifying ‘priority for service’ migrant students and in developing program plans for supplemental services directed to them and migrant students with needs.
  • Collaborates and works effectively as part of the larger NWESD Teaching and Learning team, providing guidance and expertise regarding activities that impact migrant students and their families, as well as teachers, school counselor and all educators working with migrant students.
  • Stays up to date with Washington’s educational reform efforts and current research in the area of teaching and learning, including Common Core State Standards, Next Generation Science Standards, Washington English Language Proficiency Standards, Teacher and Principal Evaluation Protocol Criteria, and the Smarter-Balanced Assessments, High School and Beyond Plan, Graduation Pathways, Graduation requirements, FAFSA/WASFA, CTE, and Career and College.
  • Works collaboratively with the Office of the Superintendent of Public Instruction (OSPI), the Migrant Student Data and Recruitment office (MSDR), NWESD (and other ESDs) to carry out the State Service Delivery Plan Outcomes, including the deliverables as outlined in the ‘Statement of Work’ found in the annual NWESD Interlocal Agreement with OSPI.

Required knowledge, skills, and abilities:

  • Knowledge of Common Core State Standards, as well as research-based instructional strategies and assessment practices which support effective instruction for migrant students.
  • Knowledge successful leadership skills in effective supplemental educational practices.
  • Knowledge of first and second language acquisition.
  • Knowledge of educational technology.
  • Knowledge of Professional development/training practices appropriate to an adult audience.
  • Knowledge of Washington State’s English Language Proficiency Standards and the research-based instructional strategies and assessment methods necessary to increase migrant English language learner performance on those standards.
  • Knowledge of WA State Migrant Service Delivery Plan, Title I. Part A and C laws and regulations.
  • Knowledge of current large-scale and classroom-based reading assessments and strategies.
  • Ability to use data-driven decision making, and continuous improvement model.
  • Ability to work collaboratively at school, district, Educational Service District or state level.
  • Ability to use computer hardware and software programs and applications specific to the educational environment.
  • Ability to remain flexible to meet OSPI and legislative mandates with regard to migrant student information services and projects.
  • Ability to perform skilled technical writing for articles, brochures, manuals, web information, workshop synopsis, syllabus, workshop worksheets, and report generation.
  • Ability to develop and define effective workshops.
  • Ability to locate research and evaluate information, understand statistical analysis, and have a working knowledge of copyright law.
  • Ability to organize and follow through on multiple tasks, address concerns as they arise, meet deadlines, and plan ahead to meet future needs and goals.
  • Ability to communicate effectively in both oral and written format.
  • Ability to establish and maintain effective working relationships with co-workers, school district staff and administrators, OSPI staff, other ESD staff, workshop/conference presenters, vendors, and the public to accomplish program objectives.
  • Skill in utilizing effective sheltered instruction strategies with English learners in the classroom.

Qualifications:

Bachelor’s Degree in education; Master’s Degree in education or related field preferred. Demonstrated bilingual/biliterate skills in English and Spanish preferred. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.

Working Conditions/Physical Requirements:

Work is performed primarily in an office environment; however, travel is required (including some overnight travel) to local school districts across western Washington for workshops, with some meetings and conferences extending to the Eastern Washington region. Personal vehicle is required for transportation to various sites.   Sitting and standing for extended periods of time may be required. Lifts and carries a maximum of 40 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:  Those present in a normal office environment.  Routine travel may pose potential hazards including driving in inclement weather.
