Summary:

The Migrant Family Engagement and Early Learning Coordinator works in concert with staff from Western Washington ESDs, OSPI, local districts, local communities, migrant parents, and school district Parent Advisory Councils to support educators in schools and school districts through professional development, technical assistance, and collaborative project development in the areas of migrant family engagement, development of parent advisory councils and early learning data and best practices to increase migrant student achievement, sense of belonging, asset based approaches, and culturally responsive teaching to ultimately increase migrant student graduation.

Essential Functions:

  • Acts as a liaison and facilitator between the NWESD Migrant Education Program, School District Parent Advisory Coordinators and Migrant Parent Advisory committee (PAC) Officers from Migrant Project Districts across Western Washington.
  • Uses the Parent Advisory Council Training Guide, embedded with the Family Engagement Framework to provide school districts’ Administrators, Coordinators, and PAC Officers training and technical assistance on an annual basis. This includes planning meetings to form goals, plan, implement, and evaluate annual strategic goals.
  • Creates and facilitates a series of PAC trainings responsive to new Migrant Education projects or new program directors.
  • Provides professional development to schools and districts, and early learning programs to improve PreK-12 (and out-of-school) migrant student learning, to include topics related to the unique needs of migrant students, accessing early learning opportunities, migrant data analysis, parent and student engagement, and other similar topics as outlined in the OSPI annual contract.
  • Provides technical assistance to school administrators in selecting or designing appropriate migrant supplemental services to meet the unique needs of migrant students, including, but not limited to: migrant data analysis, migrant education program guidance, supplemental academic/non-academic services, early learning access, family engagement, program planning, implementation, and evaluation measures.
  • Provides migrant family activities focused on ELA/Math/Early Learning support in the home, working closely with Migrant Academic Coordinator.
  • Provides District PAC technical support to create a strong PAC officer team and create and keep PAC bylaws current for outreach and engagement with migrant parents.
  • Provides assistance to schools or districts to identify the ‘priority for services’ (PFS) migrant students and develop program plans for supplemental services directed to PFS students and other migrant students.
  • Collaborates and works effectively with Western Washington ESDs , to provide guidance and expertise regarding activities that impact migrant students and their families.
  • Collaborates with the Office of the Superintendent of Public Instruction (OSPI), the Migrant Student Data and Recruitment office (MSDR), Inspire Development Centers, and Western Washington ESDs to carry out the State Service Delivery Plan Outcomes, including the deliverables as outlined in the ‘Statement of Work’ found in the annual NWESD Interlocal Agreement with OSPI.
  • Performs other related duties as assigned.

Required knowledge, skills, and abilities:

  • Knowledge of effective family engagement models and practices, two-way communication, and community-based decision-making processes.
  • Knowledge of the requirements, qualifications, and offerings of various early learning programs within communities.
  • Knowledge of Washington State Migrant Service Delivery Plan.
  • Knowledge of laws and regulations in Title I, Part A and C.
  • Skills with computer hardware and software programs, applications specific to the educational environment, as well as experienced in word processing, spreadsheets, and audio-visual equipment.
  • Skills to support school districts to meaningfully engage family members as partners for planning, implementing, and evaluating migrant education programs.
  • Skills for data-driven decision making.
  • Skills to engage groups across cultures and with varying degrees of familiarity with US school systems.
  • Skills to create welcoming and culturally responsive environments for families to be welcomed as partners in schools.
  • Skills to navigate options to ensure equitable access for migrant preschoolers to appropriate early learning programs.
  • Skills to offer effective professional development/training practices appropriate to an adult audience and migrant parents.
  • Ability to collaborate at school, district, Educational Service District or state level.
  • Ability to perform the full scope of responsibilities and illustrate by example, the terms of this position description accurately and completely.
  • Ability to offer current school, family and community early learning assessments, strategies and research.
  • Ability to use continuous improvement models.
  • Ability to support advisory group structures and functions for creating effective partnerships.

Qualifications:

Bachelor’s degree with focus on Social Work, Education, Human Services, Public Health or significant experience within Education, Social Work, Human Services, Sociology, or related field, or an AA/AAS degree in same fields and progressively responsible job-related experience (with family engagement and navigating educational systems) required, Master’s Degree in related field preferred. Demonstrated bilingual/biliterate skills in English and Spanish required.

Working Conditions/Physical Requirements:

This position is a 215 day per year position. Work is performed primarily in an office environment; however, travel is required (including some overnight travel) to local school districts across western Washington for workshops, with some meetings and conferences extending to the Eastern Washington region. Personal vehicle is required for transportation to various sites.   Sitting and standing for extended periods of time may be required. Lifts and carries a maximum of 40 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:  Those present in a normal office environment.  Routine travel may pose potential hazards including driving in inclement weather.
