SUMMARY: Serves as a consultant to local school districts in budget preparation, statistical and financial reporting, and auditing so that school districts can more efficiently and effectively provide a quality education to students by better utilizing the financial resources available.  In addition, the position assists in fiscal tasks relating to the internal business operations of the NWESD 189 as requested.

ESSENTIAL FUNCTIONS:

  • Provides technical assistance and consultation to districts regarding fiscal and state reporting requirements, budget preparation, and balancing issues.
  • Disseminates information to districts on reporting requirements, methodology, timelines, and new procedures.
  • Serves as a liaison between state and local school districts on matters of finance, financial reporting, enrollment reporting, staff personnel reporting, and other state reports.
  • Using the computer processes available, transmits necessary information from/to local school districts, OSPI, and County officials for apportionment purposes (e.g., district budgets, district financial reports, OSPI apportionment information).
  • Provides management of various cooperatives and trusts; unemployment, compensated absences, purchasing, etc.
  • Supervises and evaluates the Fiscal Services Manager to assure for sound business practices in contracting districts; advising the NWESD 189 and contracting district superintendents, as appropriate.
  • Plans, organizes and conducts workshops and training activities for school districts.
  • Prepares surveys and researches financial information requested by districts including such areas as salaries, levy projections, and enrollment projections.
  • Analyzes and monitors financial data, bulletins, new procedures, future changes and/or developments and communicates impact of such with districts. This information may be obtained at various agencies including the Office of the Superintendent of Public Instruction, State Auditor’s office, County Treasurer’s office, and County Assessor’s office.
  • Certifies levies for second class school districts.
  • Reviews and processes approval of budget and budget extensions for school districts.
  • Serves as the NWESD 189 representative on the budget approval committee for second class school districts.
  • Assists Superintendent and NWESD 189 staff in obtaining and analyzing information for fiscal or reporting needs.
  • Assists the Assistant Superintendent for Finance and Compliance in handling all of his/her responsibilities.

QUALIFICATIONS:

A Bachelor’s Degree in Finance or Business Administration and a minimum of three years of progressively responsible experience in governmental accounting, preferably in the educational environment.  An equivalent combination of education and experience  may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license.

Requires knowledge of:

  • The field of assignment sufficient to perform completely and accurately the full scope of responsibility as illustrated by example in this position description.
  • The principles and practices of governmental accounting .
  • Pertinent laws, rules, and regulations related to public agency record keeping, accounting, and budgetary records, specifically in school districts.
  • Auditing rules and regulations within the public
  • Local, state and federal agencies and the services provided in relation to the essential functions of the position.
  • General office practices and procedures.
  • Proper grammar, spelling, proofreading and punctuation skills.
  • Effective leadership and presentation techniques.
  • Computer software and accounting programs as they pertain to data collection, transfer and retrieval.

Requires the ability to:

  • Read, interpret, and apply rules, regulations and directives, and then communicate such to the appropriate school district personnel in an effective manner.
  • Work with existing computer programs including word processing, spreadsheets, data bases, and internet applications.
  • Answer substantive questions relating to school district fiscal applications and the ability to follow through in a timely manner with requests and/or problems that arise.
  • Prepare accurate, clear and concise statistical statements and reports
  • Work independently using effective time management and organizational skills.
  • Use tact, discretion, and courtesy in working with key fiscal staff in school districts, as well as with the Office of the Superintendent of Public Instruction, State Auditors, County Treasurer and Assessor.
  • Work with a high degree of accuracy and attention to detail.
  • Communicate effectively in both oral and written format.
  • Organize workshops and training sessions, and present information to groups with various levels of experience and understanding.
  • Establish and maintain effective working relationships with co-workers, NW ESD Board, school district staff, OSPI staff, State Auditor’s, and County offices.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is performed primarily in an office environment. However, occasional day travel is required. Lifts a maximum of 30 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:  Those present in a normal office environment; no known significant hazards outside of driving in adverse weather conditions.
