Summary:

Employee in this position is responsible for providing staff support to Oak Harbor Youth Coalition and to provide assistance and guidance to the development and implementation of the Coalition’s youth substance abuse prevention strategic plan.

Essential Functions:

  • Provide staff support to the coalition; coordinate monthly Coalition meetings and workgroup committee meetings to ensure implementation of the Strategic Plan and Action Plan.
  • Guide the coalition to develop an Action Plan based on their needs assessment and strategic planning.
  • Provide leadership in planning and coordinating community and school based education and awareness events, media campaigns, and community/parent outreach. Make presentations about the mission and the work of the Coalition to service clubs and other civic and community groups.
  • Serve as a liaison between the Coalition and the Health Care Authority (HCA)/Department of Behavioral Health and Recovery (DBHR). Participate in Community Prevention and Wellness Initiative (CPWI) meetings, monthly HCA/DBHR check-in meetings, and all required training.
  • Maintain and manage all record keeping and business function for state and local accountability. Work with the coalition to develop and monitor outcomes for projects.
  • Prepare and submit timely reports and projects.
  • Assess and analyze substance abuse prevention data and needs within the community. Keep abreast of current literature addressing substance abuse prevention best practices.

Required knowledge, skills, and abilities:

  • Knowledge of project planning principles, practices, and techniques as they relate to human services and community development, with special emphasis on programs related to youth substance prevention.
  • Knowledge of Oak Harbor community organizations, resources, businesses, services, and schools.
  • Knowledge of substance abuse prevention and prevention science, community development and mobilization, youth development principles, and community organizing approaches.
  • Ability to create and sustain effective relationships with community partners, foster and share leadership among individuals in the community, and build bridges among diverse community members and organizations.
  • Ability to be highly organized; maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports.
  • Skilled in word processing, spreadsheets, and web maintenance.
  • High level of skill in both written and oral communication for purposes of training, public speaking, and group and meeting facilitation.
  • Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various personality styles in a calm, professional manner.
  • Ability to work with groups regarding sensitive issues. Understands the need for maintaining confidentiality of sensitive information.
  • Ability to work independently and be self-motivated to complete required deadlines while simultaneously completing other tasks.

Qualifications:

Bachelor’s Degree in Education, Health Education, Communications, Social Sciences, or closely related field. Minimum two (2) years’ experience in community organizing, program coordination, or community-based programs involving youth, drug/alcohol/tobacco abuse, or other related community health prevention or counseling. Certified Prevention Professional Credential required within 18 months of employment. Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.

Working Conditions/Physical Requirements:

Work is performed approximately 75% in an office environment and approximately 25% traveling to districts and affiliate agencies, as well as for workshops, committee representation, and conferences. Lifts and carries a maximum of 40 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards: Potential hazards are present based on the fact that the position requires the incumbent to drive a significant amount. Hazards may include but are not limited to traveling alone, driving in inclement weather conditions, varied road conditions, rush hour traffic, etc.
