Summary:

The Behavioral Health Program Manager is responsible for developing, implementing and monitoring assigned programs within the Behavioral Health and Prevention Services Department.  This includes working with school districts and collaborating agencies to develop and sustain comprehensive prevention plans to improve the achievement, and overall health and wellness of students and their families in the NWESD region.

 Essential Functions:

  • Directly supervise assigned staff, which could include other grant-funded staff. Supervision may include scheduling, planning and initiating strategies for performance, assigning and directing the work, training and administering disciplinary measures, formally reviewing performance, recommending salary adjustments, resolving complaints, and recommending hiring or termination of staff.
  • Provide clinical supervision of Behavioral Health staff and have the ability to provide direct BH service as needed.
  • Provide leadership, technical assistance and training on Mental Health projects, MTSS projects and grants.
  • Conduct tiered fidelity inventories.
  • Coordinate with Behavioral Health Navigator, multiple stakeholders, and community agencies.
  • Lead district and school-level MTSS teams. Oversee screening and referral processes and the delivery of effective EBPs.
  • Provide technical assistance to school districts, schools, and individual teachers regarding identifying and recommending age appropriate curriculum in addition to providing technical assistance on the instructional uses of the curriculum.
  • Plan, design, and conduct workshops and credit-bearing courses on a variety of curriculum topics. Manage professional development in districts per grant requirements. Coordinate and write necessary contracts.
  • Assist the Director/Assistant Director in the daily functions of the department, participate in meetings, phone calls, and/or conferences as assigned.
  • Create and monitor an active tracking of grant deliverables.
  • Oversee all training activities including advertisements and program delivery for projects assigned.
  • Use grant specific program tools, assess and report progress and outcomes in compliance with grant requirements. Conduct RISE index assessment and resource mapping.
  • Collaborate with other departments in the NWESD to collectively work towards successful student achievement and continuous improvement.
  • Assist with technical writing such as grants, needs assessments, and maintaining inventories on a database. Perform other technical writing as assigned.
  • Complete required paperwork including monthly activity summary, travel forms, and calendars.

Required knowledge, skills, and abilities:

  • Knowledge of basic Children’s Mental Health, Multi-tiered Systems of Support, community mental health, as well as violence prevention.
  • Knowledge of System of Care core values.
  • Knowledge of evidence-based practices in the behavioral health, prevention, and social emotional learning.
  • Knowledge of the principles and practices of effective clinical and non-clinical supervision.
  • Knowledge of effective teaching and training techniques in adult education.
  • Knowledge of pertinent state and federal requirements and regulations related to grants and oversight.
  • Knowledge of effective leadership, supervisory, and decision-making techniques.
  • Knowledge of district, school, and classroom functioning.
  • Knowledge of computer and software applications and related academic uses.
  • Ability to design, write curriculum for, and present workshops, inservices, and trainings to school district staff.
  • Ability to work independently using effective time management and organizational skills.
  • Ability to organize, order and maintain a curriculum and reference material library.
  • Ability to read and interpret grant applications and communicate such to individuals with varying levels of actual grant administration experience.
  • Ability to work cooperatively with local school districts and community agencies.
  • Ability to prepare accurate, clear and concise statistical reports.
  • Ability to communicate effectively in both oral and written format.
  • Ability to establish and maintain effective working relationships with co-workers at NWESD 189, local school district staff, DOH staff, OSPI staff, other ESD staff, vendors, federal agencies and the public.
  • Ability to conduct school-specific comprehensive assessments, including collection of baseline data on tobacco, alcohol, and other drug use, prevalence, attitudes, knowledge, and current school-based prevention programs.
  • Ability to supervise, motivate, and evaluate staff. Ability to listen, collaborate, & facilitate dialogue and problem solving among and between staff.

Qualifications:

Master’s Degree in Education, Social Services, Behavioral Health or related field, a minimum of two (2) years of school/counseling experience and two (2) years’ experience in the planning and delivery of professional development to adult professionals.  Washington State teaching and/or ESA credential preferred; Behavioral health professional license is preferred. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.

Working Conditions/Physical Requirements:

Work is performed approximately seventy-five percent (75%) in an office environment and approximately twenty-five percent (25%) traveling to districts and affiliate agencies, as well as for workshops, committee representation, and conferences. Lifts and carries a maximum of forty (40) pounds.  Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:  Potential hazards are present based on the fact that the position requires the incumbent to drive a significant amount.  Hazards may include but are not limited to traveling alone, driving in inclement weather conditions, varied road conditions, rush hour traffic, etc.
