Summary:
The Prevention Services Program Manager is responsible for developing, implementing and monitoring assigned programs within the Behavioral Health and Prevention Services Department. This includes working with school districts and collaborating agencies to develop and sustain comprehensive prevention plans to improve the achievement and overall health and wellness of the students and their families in NWESD region.

Essential Functions:

  • Directly supervises assigned staff, which could include other grant-funded staff. Supervision may include
    scheduling, planning and initiating strategies for performance, assigning and directing the work, training and
    administering disciplinary measures, formally reviewing performance, recommending salary adjustments,
    resolving complaints, and recommending hiring or termination of staff.
  •  Provides leadership, technical assistance and training to Prevention Services projects and grants.
  •  Provides technical assistance to school districts, schools, and individual teachers with regard to identifying
    and recommending age appropriate curriculum in addition to providing technical assistance on the
    instructional uses of the curriculum.
  •  Plans, designs and conducts workshops and credit bearing courses on a variety of curriculum topics. Manages
    professional development calendar for the department.
  • Oversees all training activities including advertisements and program delivery for projects assigned.
  • Assists the Director in the daily functions of the department, sits in or attends any meetings, phone calls,
    and/or conferences as assigned.
  • Create and monitor an active tracking system of staff secured website access and authorization.
  •  Using formal project management tools, create and manage grants, and programs active within the
    department.
  • Maintain a specialty curriculum resource library. Assists districts with the selection and request of needed
    resources.
  • Collaborates with other NWESD departments to collectively work towards successful student achievement
    and continuous improvement.
  • Assists with technical writing such as grants, needs assessments, and maintaining inventories on a database.
    Performs other technical writing as assigned.
  • Completes required paperwork including monthly activity summary, travel forms, and calendars.

Required knowledge, skills, and abilities:

  • Knowledge of departmental and/or program goals and objectives, Project Success, Seven Challenges, and
    Adolescent Community Reinforcement Approach.
  • Knowledge of pertinent state and federal requirements and regulations related to grants and oversight.
  • Knowledge and skill in effective supervisory techniques.
  • Knowledge and skill in effective leadership and decision making techniques.
  • Knowledge of effective teaching and training techniques and demonstrated use of such.
  • Knowledge of computer and software applications and related academic uses.
  • Knowledge of basic tobacco, alcohol, and other drug abuse as well as violence prevention.
  • Ability to design and write curriculum for workshops, in-service and training.
  • Ability to present workshops, training and in-service, one-on-one or to a group of school district staff.
  • Ability to work independently using effective time management and organizational skills.
  • Ability to organize, order and maintain a curriculum and reference material library.
  • Ability to read and interpret grant applications and communicate such to individuals with varying levels of
    actual grant administration experience.
  • Ability to work cooperatively with local school districts and community agencies.
  • Ability to prepare accurate, clear and concise statistical reports.
  • Ability to communicate effectively in both oral and written format.
  • Ability to establish and maintain effective working relationships with co-workers at NWESD, local school
    district staff, DOH staff, OSPI staff, other ESD staff, vendors, federal agencies and the general public.
  • Ability to conduct school-specific comprehensive assessments, including collection of baseline data on
    tobacco, alcohol, and other drug use, prevalence, attitudes, knowledge, and current school-based prevention
    programs.
  • Ability to supervise, motivate, and evaluate staff. Ability to listen, collaborate, & facilitate dialogue and
    problem solving among and between staff.

Qualifications:
A Bachelor’s degree is required. An academic background or equivalent work experience in a field related to youth development such a education, psychology, sociology, social work, or nursing is required. A minimum of two (2) years of classroom teaching/counseling experience and two (2) years’ experience in the planning and delivery of in-service training. Washington State teaching and/or ESA credential preferred. WSP/FBI criminal  history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.

Working Conditions/Physical Requirements:
Work is performed approximately seventy-five percent (75%) in an office environment and approximately twentyfive percent (25%) traveling to districts and affiliate agencies, as well as for workshops, committee representation, and conferences. Lifts and carries a maximum of forty (40) pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards: Potential hazards are present based on the fact that the position requires the incumbent to drive a significant amount. Hazards may include but are not limited to traveling alone, driving in inclement weather conditions, varied road conditions, rush hour traffic, etc.
