Summary:

The Human Resources Director is responsible for strategic direction and leadership, providing vision of the agency’s human resources a services, programs, initiatives, and objectives. Developing programs to support employee engagement and professional development, facilitating implementation of change management initiatives, employee relations, investigations, salary development and administration, performance management, and other initiatives to support the agency’s strategic goals and commitments.

Essential Functions:

Duties listed are intended to provide a summary of the major duties and responsibilities of this position. Incumbent(s) may not perform all duties listed and may be required to perform additional duties not listed, but within the general scope of the position.

  • Provide leadership, facilitation, coaching, and technical assistance to district human resource directors, superintendents, and other district executive staff within the field of human resource management to regional districts and internal staff.
  • Establishes an environment in compliance with legal and regulatory requirements (e.g. by studying existing and new legislation; anticipating legislation; interpreting and administering state and federal laws, policies etc.) for the purpose of advising the superintendent, the assistant superintendent for operations, and regional district leaders.
  • Develops and supports programs, policies, and strategies tailored to meet regional district development goals (e.g. succession planning, salary reviews, workforce development, employee retention, organization design, transitions management, etc. ) for the purpose of planning, communication and integrating the results of strategic planning and leadership development throughout the organization.
  • Provides consultation and support to the superintendent and assistant superintendent for operations, and regional districts on strategic human resources and organizational development plans for the purpose of providing information and recommending solutions that support agency or regional district’s initiative and objectives.
  • Assists in developing and implementing policies and procedures for employee payroll and benefit processing, and human resource practices. Administers personnel policies and procedures to ensure compliance with applicable legislative requirements. Recommends policy and procedure revisions to increase efficiency and comply with law.
  • Responds when requested to issues and inquires from others (e.g. human resource administrators, school district administrators and staff, OSPI, PESB, etc.) for the purpose of identifying relevant issues and recommending to districts or NWESD leadership a plan of action to resolve the issue.
  • Provide coaching and consultation on technical issues, adaptive challenges, personnel matters, strategic opportunities, career goals, professional development and job performance to advance the development of effective leaders and high performing teams for the agency and regional districts.
  • Provide professional learning for staff and regional districts in the field of human resources.
  • Provide services requested by districts through the Human Resource Services including compensation studies, position reviews/descriptions, compensation classification, investigations, Collective Bargaining support, and Policy Procedure, Handbook and/or Collective Bargaining Agreement review.
  • Attends departmental, regional, and statewide meetings and/or workshops to keep abreast of payroll and human resources issues.
  • Review agency and regional district budgets as needed.
  • Assists in developing equitable HR and payroll practices and procedures in support of the NWESD’s or regional district’s diversity, equity, and inclusion goals, regularly examining current practices for potential inequities.
  • May perform investigations for the NWESD superintendent for formal complaints made on certificated staff within the NWESD region.

Required knowledge, skills, and abilities:

  • Knowledge of human resources
  • Knowledge of and experience of collective bargaining
  • Ability to compose a variety of letters, salary matrix’s, memoranda, and reports for general or technical purposes.
  • Knowledge of federal, state, and local laws and/or regulations governing benefits administration, and human resources practices.
  • General office management practices, procedures, and systems.
  • Knowledge of proper grammar, spelling, proofreading, and punctuation skills as well as advanced math skills.
  • Skill in effective leadership and decision-making techniques.
  • Knowledge of Washington State retirement rules.
  • Ability to read, interpret, and apply rules, regulations and directives, and then communicate such to the appropriate individuals in an effective manner.
  • Ability to work independently and manage multiple tasks using effective time management and organizational skills while maintaining accuracy and attention to detail in a complex, demanding, and critical position.
  • Ability to answer substantive questions relating to payroll, benefits, and personnel, and the ability to follow through in a timely manner with requests and/or problems that arise.
  • Ability to continually keep abreast of changes human resources, or benefit regulations that impact staff and/or position functions.
  • Ability to prepare accurate, clear, and concise reports.
  • Ability to interpret complex policies and procedures and communicate effectively in oral and written formats.
  • Ability to establish and maintain effective working relationships, as necessary resolve conflict with co-workers, state agency staff, benefit administrators, OSPI, Board members, and the public.
  • Ability to maintain confidentiality of employee and district records.

Qualifications:

Bachelor’s Degree Educational Administration, Human Resources, Human Services, or related field required with a Master’s Degree in one of those fields preferred. A minimum of five years of progressively responsible experience in human resources administration, preferably as a director, executive director, or assistant superintendent in the educational environment. Washington State driver’s license and proof of insurance required. Name/DOB background clearance required.

Working Conditions/Physical Requirements:

Work is performed primarily in an office environment; however, travel may be required for training sessions, workshops, and conferences. Lifts and carries a maximum of 30 pounds. Sitting for extended periods may be required.  Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:  Those present in a normal office environment; no known significant hazards.
