Summary:
The Migrant Reengagement Case Manager works to identify and respond to the unique needs of migrant students in an effort to reengage, complete high school/GED; and pursue postsecondary education or employment/life goals. They provide face-to-face services for migrant youth and migrant out-of-school youth and make community connections to help support them with resources they need for accessing, understanding, and continuing within the K-12 education system and post-secondary education/opportunities.
Essential Functions:

- Act as a liaison and facilitator between the NWESD Migrant Education Program, Non-Project School Districts and Migrant Youth and Families within designated
- Facilitate and ensure access to services addressing social/emotional needs; including educational disruption, cultural and language barriers, social isolation, mental health, various health-related problems, or other factors that inhibit the ability of migrant students to meet state academic and achievement standards, or career and college readiness.
- Provide initial needs assessment, goal setting, and support to identified youth, addressing barriers to education, career, employment, and life.
- Complete home visits and check-ins on youth and families and ensure services are reported into the Migrant Student Information System.
- Promote access to or develop leadership and mentoring programs to facilitate the needs of migrant students and their families.
- Provide supplemental resources for access to educational opportunities (i.e. providing access to internet and electronic devices, registration fees for conferences, licenses, summer camps, etc.)
- Present information at outreach events and Parent Advisory Council (PAC) nights regarding the Migrant Education Program as well as school services/programs available to migrant parents and students, including instructional program services, adult basic education programs, GED programs, post-secondary opportunities, summer programming, MSDRS, and wellness exams.
- Provide Non-Academic Supplemental Program Services.
- Provide transportation to re-engagement opportunities, conferences, appointments etc.
- Work with school staff to monitor and track attendance and academic progress leading toward graduation, including discipline, credits/grades, and other social/academic issues.
- Conduct referrals to appropriate health, social, or legal services aligned to families/youth needs to reduce and/or eliminate identified barriers.
- Facilitate access to AP, Highly Capable, CTE, Running Start, Re-Engagement Programs, Open Doors, Credit Recovery Programs, or regular academic core course options leading to graduation and transition to postsecondary education or employment.
- Support families to ensure that migrant students and their parents understand assessment and graduation requirements, High School/Beyond Plan and students understand their rights to an equitable and rigorous education that prepares them for college and career. Conduct transcript audits for youth to assess the earned credits and determine the most suitable pathway for completing a high school diploma or alternative route.
- Establish a caseload in coordination with NWESD Migrant Education Program, School District and other appropriate staff to create a listing of migrant students not on track to meet graduation requirements or state standards, and work to develop student plans/goals that lead to a successful transition to the next grade level, graduation, and transition to postsecondary education or employment.
- Implement a case management model focused on providing supplemental support and intervention strategies.
- Maintain on-going communication with school district, students, families, and other school staff regarding the progress of the student to achieve established goals and transition to next grade level, graduate, or pursue postsecondary opportunities or employment.
- Collaborate with school staff to identify and establish program and student goals in alignment with the State Service Delivery Plan.
- Participate in professional development opportunities to strengthen skills in working with migrant students not on track to meet graduation requirements.
- Attend convenings and PLCs to network and strengthen relationship with Project Districts.
- Build connections and collaborate with the migrant program and other reengagement and community partners including schools, businesses, agencies, and programs to increase access, engagement, and participation.
- Ensure compliance with state reporting requirements and all NWESD Board policies and procedures.
Required knowledge, skills, and abilities:
- Knowledge of program goals and objectives.
- Knowledge of typical child development and the economic, social, cultural, and psychological factors influencing migrant students.
- Ability to engage Migrant families with an understanding the intergenerational wisdom and funds of knowledge of the farmworker community.
- Knowledge of secondary school programs, graduation requirements, and Graduation Pathways.
- Knowledge of school and community resources available to migrant students and families, including technical education, career awareness, and postsecondary education opportunities.
- Human relations, time management, problem-solving, and organizational skills.
- Ability to provide community outreach strategies needed to recruit students.
- Ability to complete tasks according to agency timelines and policies.
- Ability to remain flexible with programming changes and work schedule, with some evening or weekend work when necessary.
- Knowledge of basic computer software programs (e.g., Microsoft Word, Excel, PowerPoint).
- Ability to work independently, semi-independently, and in collaborative teams.
- Ability to maintain high standards of professionalism and confidentiality.
- Ability to communicate effectively in both oral and written format in English and primary language of target population (e.g. Mayan languages, Spanish, Russian).
- Ability to establish and maintain effective working relationships with co-workers, community partners, parents, guardians, school district staff, and the public.
Qualifications:
Bachelor’s degree or experience in a related field human services, education, social work, etc. Two years providing case management, counseling, or related services to at-risk youth or migrant students in an educational setting preferred. Bilingual English/Spanish required, Trilingual preferred. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance required.
Working Conditions/Physical Requirements:
Work is performed primarily in an office environment; however, travel is required (including some overnight travel) to school districts across western Washington for workshops, meetings, and conferences. Personal vehicle is required for transportation to various sites. Sitting and standing for extended periods of time may be required. Lifts and carries a maximum of 40 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.
Hazards: Those present in a normal office environment. Routine travel may pose potential hazards including driving in inclement weather.
