Summary:

Under the coordination of the Office of the Superintendent of Public Instruction’s (OSPI’s) Migrant Education Program (MEP), the Migrant Out-of-School Youth (OSY)/Health Coordinator is a regional position serving migrant students, including out-of-school youth, and their families primarily within the NWESD region. This position is designed to help migratory students and migrant out-of-school youth to (1) overcome health-related problems that inhibit their ability to succeed in school or in other educational programs, (2) identify regional resources and services designed to support the health and educational needs of OSY and Migrant school aged students, (3) address the specific health needs that affect a child’s ability to participate effectively in educational learning activities, (4) and gain access to academic services that support the completion of a high school diploma (or equivalent) and/or post-secondary educational services.

Essential Functions:

  • Coordinate with OSPI, MSDRS, school districts, health care service providers, and local community organizations to identify and provide for priority service migrant students with referrals to health services.
  • Actively coordinate with the Migrant Education Health Program Supervisor, private, and public health care agencies to improve access to and deliver health services to migrant students.
  • Provide case management addressing the health needs of migrant students in distress, including but not limited to: mental and physical health issues, victimization, life traumas, and other health problems that may impede a migrant student’s success.
  • Coordinate with the Migrant Education Health Program Supervisor to implement and coordinate targeted regional technical assistance for school staff and other MEHP partners.
  • Respond to and manage crisis and emergency situations in an effective and timely manner
  • Coordinate with OSPI, MSDRS, school districts, and other educational agencies to identify, recruit, assess, and connect OSY migrant students with academic or other post-secondary educational services.
  • Actively coordinate with academic or other agencies to provide the delivery of academic or post-secondary educational services to migrant OSY students.
  • Provide case management addressing the academic needs of migrant students including but not limited to: assistance in obtaining ESL Classes, GED, high school diploma, employment opportunities and training referrals, other post-secondary educational and scholarship opportunities.
  • Work with the Migrant Education Health Program Supervisor to implement and coordinate targeted regional technical assistance for school staff and other OSY partners.
  • Participate in quarterly regional collaborative planning meetings with OSPI’s Migrant Education Health Program Supervisor and Migrant serving Educational Service Districts (ESDs).
  • Serve as the liaison between OSPI, Title I Part C MEP project and non-project school districts, health care service providers, community organizations, academic service providers and the
  • Maintain directory of social service programs in the areas where migrant children reside.
  • Create, organize and maintain confidential records and information in accordance with the terms of HIPAA and FERPA regulations for protection of student records via MSDRS Reporting Tool.
  • Facilitates student services with other schools districts, ESDs, and Migrant OSY/Health Coordinators across the state.
  • Provide advocacy and outreach to Title I Part C MEP project and non-project school districts in the region related to services for migrant students.
  • Report referral services and activity reports provided to migrant students in the MSIS system.
  • Maintain updated records documenting activities and services. Provide data and information specific to OSPI’s annual reporting requirements for Migrant student services.
  • Assist referred migrant students in making use of school and/or community resources, connecting with appropriate offices, generating referrals, and follow up as needed with offices to which the student has been referred.

Qualifications:

Bachelor’s degree in the Behavioral Sciences, Biology, Social Services, Nutrition, Health Education, or a closely-related field.  Minimum of one-year experience working with migrant students and families or community services. Bilingual (English/Spanish), with the ability to read, write, and communicate effectively with teachers and parents. Valid Washington State driver’s license.  Driver’s liability insurance (Washington State minimum). WSP/FBI criminal history background clearance required.

Working Conditions/Physical Requirements:

Work is performed primarily in an office environment; however, frequent travel will be required within the NWESD region. Extended or flexible hours may be necessary.  Lifts and carries a maximum of 40 pounds. Sitting for extended periods may be required.  Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:  Those present in a normal office environment.  Routine travel may pose potential hazards including driving in inclement weather.
