Summary:

Under the general direction of the Construction Services Group (CSG), the Senior Capital Projects Manager leads the successful K-12 building projects, finishing them on time and within budget. This position takes on the lead and overall coordination, implementation, execution, control and completion of multi-phase capital construction projects ensuring code compliance and consistency with school district strategies, commitments and goals. This position is responsible for all elements of large-scale capital construction projects, including leading and developing project plans, defining project scope and requirements, and managing project funding. This position shall lead staff on assigned programs, projects, and functions.

Essential Functions:

  • Provide oversight of all project management activities in assigned region.
  • Mentor Project Managers and Assistant Project Managers in assigned region.
  • Support the Associate Directors with the daily management of the Construction Services Group.
  • Lead pre-bond planning in the areas of budget, scheduling, and related
  • Provide direct oversight for procurement of construction and design contractors, develop bid solicitations, participate in pre-construction
  • Lead and develop project plans, defining project scope and requirements; coordinate staff and contractor resources; provide direction and support to project team; monitor and report on progress and issues and provide solutions to stakeholders by determining, implementing, and managing project changes and interventions to achieve
  • Act as the owner’s representative during the design, construction, and closeout Provide professional and technical advice to district, including project solutions and alternative delivery methods.
  • Establish and monitor project budgets, schedules, and quality Provide clear and concise financial tracking and other capital project status reports to client districts on a periodic basis.
  • Apply knowledge of laws, statutes, ordinances, codes, and regulations related to public works, building construction and zoning, as well as CSG and school district policies/procedures.
  • Apply knowledge of public works and facilities planning and maintenance, and project
  • Oversee contracts with contractors and consultants; conduct regular site visits; process progress payments; accept deliverables; monitor compliance.
  • Collaborate and assist CSG Project Lead projects of a broader scope and complexity.
  • Research and recommend pertinent workshops & professional development opportunities for staff – present to Directors/Associate Directors for consideration.
  • Serve as the primary client contact and liaison for VE services with school district and other education organization.

Required knowledge, skills, and abilities:

  • Knowledge of the State of Washington Public Works requirements, including statutes and regulations pertaining to construction and architect/engineer consultant contracting practices.
  • Knowledge of safety rules and regulations that pertain to school districts.
  • Knowledge of the State of Washington procurement regulations.
  • Knowledge of computer hardware and software applications with a high level of proficiency in Microsoft Office programs and Microsoft Project ( or similar scheduling system), HVAC controls, fire/security alarms, and other facility-related applications.
  • Knowledge of public works and facilities planning/maintenance project management principles, processes, systems, and techniques, as well as extended experience funding/budgeting, objective development, and work planning/scheduling.
  • Knowledge of trends, approaches and problem‐solving techniques used in construction, engineering, inspection, and compliance issues.
  • Ability to manage multiple concurrent projects.
  • Ability to apply knowledge of public works and facilities planning and maintenance, and project funding, including the OSPI School Funding Assistance Program for K‐12 schools.
  • Ability to apply knowledge of laws, statutes, ordinances, codes and regulations related to public works, building construction and zoning, as well as CSG and school district policies/procedures.
  • Ability to stay current with industry standards.
  • Ability to communicate effectively, both verbally and in writing; presents information, reports and recommendations clearly and timely to both internal and external project associates.
  • Ability to work effectively with people.
  • Ability to work flexible hours and travel, including some overnight travel.
  • Ability to work for extended periods of time on-site at school districts within the NWESD region.

Qualifications:

Bachelor’s degree in Construction Management, Architecture, Engineering, Business or related field and five years of experience in construction, construction management, project management, or related field; or an Associate’s and seven years of experience in construction, construction management, project management, or related field; OR High School Diploma/GED and ten years of experience in construction, construction management, projector related field. Washington State Patrol background clearance required. Active Washington State drivers license and proof of liability insurance.

Working Conditions/Physical Requirements:

Work is performed in a variety of settings, including outdoors, on construction sites, or in office environments. Extended or flexible hours as necessary. Occasional evening/weekend work and travel, including overnight and outside NWESD service area, may be required.  Adequate manual and finger dexterity, hearing, speech, and vision is necessary to perform the essential functions of the position.

Hazards: Potential hazards exist from lifting items up to 50 pounds in weight; walking on uneven terrain; working near heavy equipment; exposure to adverse weather conditions, dust, dirt, traffic, and normal hazards associated with construction projects.
