Summary:
The Regional Literacy Coordinator works in concert with NWESD staff, OSPI, and local districts to create a powerful, collaborative, and coherent regional delivery system providing professional development and support to schools and districts for K-12 ELA instruction to improve student proficiency, as measured by the Washington State designated assessments (i.e., Smarter Balanced Assessments).
Essential Functions:

- Serve as a regional resource on literacy instruction by communicating, modeling, and supporting the implementation of current research and state priorities through professional learning, coaching, and technical assistance to advance regional literacy priorities and improve student outcomes.
- Plan, develop, deliver, and evaluate high-quality professional development, instructional coaching, and technical assistance through multiple delivery modalities, including in-person, virtual, and asynchronous online learning, across multiple levels of support.
- Collaborate with OSPI, Regional Literacy Coordinators (RLC), Washington State Fellows, and other Educational Service Districts to plan, develop, and deliver statewide and regional professional learning, technical assistance, and implementation support aligned with Washington State literacy standards, initiatives, and priorities.
- Design and facilitate regional professional learning opportunities that build educator capacity in Washington State literacy standards, evidence-based literacy instruction, Structured Literacy, Dyslexia, assessment practices, Universal Design for Learning (UDL), Multi-Tiered Systems of Support (MTSS), and other state and regional literacy initiatives.
- Partner with schools and districts to assess literacy systems and instructional needs; identify priorities; and collaboratively plan, develop, and deliver differentiated professional development, instructional coaching, and technical assistance for teachers, instructional coaches, Professional Learning Communities (PLCs), and building and district leadership teams that support the implementation and sustainability of evidence-based literacy practices and continuous improvement.
- Provide technical assistance to schools and districts in the selection, administration, analysis, and use of literacy screening, diagnostic, formative, interim, and summative assessment data to inform instructional decisions, monitor implementation, and improve student outcomes.
- Provide technical assistance in literacy curriculum review, alignment, implementation, and the selection, adaptation, or development of instructional and supplemental materials aligned with Washington State learning standards and evidence-based literacy practices.
- Develop and sustain collaborative partnerships with schools, districts, OSPI, Educational Service Districts, institutions of higher education, and other educational organizations to advance regional literacy priorities and improve student outcomes.
- Collaborate with Teaching & Learning colleagues and staff across NWESD to assess district and school needs; coordinate, plan, develop, and implement integrated services that leverage agency expertise; and ensure professional development, coaching, and technical assistance are delivered in a cohesive, responsive, and collaborative manner.
- Maintain expertise of Washington State literacy standards, initiatives, research, evidence-based instructional practices, implementation science, and emerging trends in literacy, including but not limited to foundational literacy, adolescent literacy, intervention systems, and reading and writing instruction across grade levels.
Required knowledge, skills, and abilities:
- Knowledge of Common Core State Standards in ELA and of research-based instructional strategies and assessment practices that support effective instruction with emphasis in foundational reading.
- Knowledge of professional development/training practices appropriate to an adult audience, with the ability to develop and define effective workshops.
- Knowledge of Common Core State Standards in ELA and the researched-based instructional strategies and assessment methods necessary to increase student performance on those standards.
- Knowledge of WA State’s English Language Proficiency Standards and research-based instructional strategies and assessment methods necessary to increase ELL performance on those standards.
- Ability to lead an educational reform activity at school, district, ESD or state level.
- Knowledge of Educational Reform and legislative mandates relating to student learning including technology integration, cross-curricular alignment techniques, and classroom curricular integration.
- Knowledge of the nine characteristics of high performing schools.
- Knowledge of current large-scale and classroom-based reading assessments and strategies.
- Knowledge of Title I laws and regulations, MTSS model, and Comprehensive Literacy Plan.
- Knowledge of basic budgeting processes and skill in managing assigned program budgets.
- Knowledge of computer hardware and software programs and applications specific to the educational environment, skill in word processing, spreadsheets, and audio-visual equipment.
- Ability to take part in conference planning and execution at a management level.
- Ability to remain flexible to meet OSPI and legislative mandates in regard to student information services and projects.
- Ability to perform skilled technical writing for articles, brochures, manuals, web information, workshop synopsis, syllabus, workshop worksheets, and report generation.
- Ability to locate research and evaluate information, understand statistical analysis, practice data-driven decision-making, and have a working knowledge of copyright law.
- Ability to organize and follow through on multiple tasks, address concerns as they arise, meet deadlines, and plan ahead to meet future needs and goals.
- Ability to communicate effectively in both oral and written format.
- Ability to establish and maintain effective working relationships with co-workers, school district staff and administrators, OSPI staff, other ESD staff, workshop/conference presenters, vendors, and the public.
- Ability to effectively collaborate with multiple stakeholders, including internal NWESD staff and state, regional, district, and school level educators and leaders, to provide literacy leadership.
Qualifications:
Bachelor’s Degree is required, Master’s Degree preferred. At least 5 years of experience teaching K-12 literacy. An equivalent combination of education and experience may be substituted which provides the skills, knowledge, and abilities to perform the essential functions of this position. WSP background clearance required.
Working Conditions/Physical Requirements:
Work is performed primarily in an office environment; however, travel is required to local school districts and workshops, committee representation, and conferences. Sitting for extended periods of time may be required. Lifts and carries a maximum of 40 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position. This position is eligible for telecommuting per Policy 5225.
Hazards: Those present in a normal office environment. Routine travel may pose potential hazards including traveling in inclement weather.
