Summary:

The Migrant Services Academic Coordinator works in concert with NWESD staff, OSPI, and local districts to support schools and school districts through professional development, technical assistance, and collaborative project development to increase migrant student achievement in the content areas and ultimately increase migrant student graduation rates.

Essential Functions:

  • Provide professional development to schools and districts to improve PreK-12 (and out-of-school) migrant student learning. Professional development topics may include adaptation of reading, writing, science, and math content lessons to meet the unique needs of migrant students, best instructional practices for migrant students, evidence of student learning, Migrant 101- addressing the unique needs of migrant students, migrant data analysis, effective parent and student engagement strategies, and other topics as outlined in the OSPI contract.
  • Provide technical assistance to school administrators in selecting or designing/developing appropriate migrant supplemental services that are effective in meeting the unique needs of migrant students. Technical assistance topics may include migrant data analysis, migrant education program guidance, supplemental academic and non-academic services, parent engagement, and program planning, implementation, and evaluation.
  • Assist schools or districts in identifying ‘priority for service’ migrant students and in developing program plans for supplemental services.
  • Collaborate and work effectively as part of the larger NWESD Teaching and Learning team, providing guidance and expertise regarding activities that impact migrant students and their families, as well as teachers of migrant students.
  • Stay up to date with Washington’s educational reform efforts and current research in the area of teaching and learning including Common Core State Standards, Next Generation Science Standards, Washington English Language Proficiency Standards, Teacher and Principal Evaluation Protocol Criteria, and Smarter-Balanced Assessments.
  • Work collaboratively with the Office of the Superintendent of Public Instruction (OSPI) Migrant Education Program, the Migrant Student Data, Recruitment, and Support office (MSDRS), NWESD (and other ESDs) to carry out the State Service Delivery Plan Outcomes, including the deliverables as outlined in the Scope of Work and Budget found in the NWESD Interlocal Agreement with OSPI.
  • Perform related duties as assigned. Related duties may not specifically be listed but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the Washington State Migrant Education Service Delivery Plan.
  • Knowledge of Common Core State Standards, as well as research-based instructional strategies and assessment practices that support effective instruction for migrant students.
  • Leadership skills in effective supplemental educational practices.
  • Knowledge of first and second language acquisition theories.
  • Skill in utilizing effective instructional strategies and curriculum adaptation to address mobile population including English learner strategies.
  • Knowledge of educational technology.
  • Knowledge of professional development/training practices appropriate to an adult audience.
  • Ability to work collaboratively at school, district, Educational Service District, or state level.
  • Knowledge of Washington State’s English Language Proficiency Standards and the research-based instructional strategies and assessment methods necessary to increase migrant English language learner performance on those standards.
  • Ability to utilize data-driven decision making.
  • Knowledge of current large-scale and classroom-based reading assessments and strategies.
  • Knowledge of Title I. Part A and C laws and regulations.
  • Knowledge of basic budgeting processes and demonstrated skill in managing and monitoring assigned program budgets.
  • Ability to use effective teaching and training techniques and demonstrated use of such.
  • Knowledge of continuous improvement models.
  • Knowledge of computer hardware and software programs and applications specific to the educational environment as well as skill in word processing, spreadsheets, and audio-visual equipment.
  • Ability to remain flexible to meet OSPI and legislative mandates with regard to migrant student information services and projects.
  • Skill in technical writing for articles, brochures, manuals, web information, workshop synopsis, syllabus, workshop worksheets, and report generation.
  • Ability to develop and design effective workshops.
  • Ability to locate research and evaluate information, understand statistical analysis, and have a working knowledge of copyright law.
  • Ability to organize and follow through on multiple tasks, address concerns as they arise, meet deadlines, and plan ahead to meet future needs and goals.
  • Ability to work well with others to accomplish program objectives.
  • Ability to communicate effectively in both oral and written format.
  • Ability to establish and maintain effective working relationships with co-workers, school district staff and administrators, OSPI staff, other ESD staff, workshop/conference presenters, vendors, and the general public.

Qualifications:

Bachelor’s Degree in education required; Master’s Degree in education preferred. Demonstrated bilingual/biliterate skills in English and Spanish preferred. Significant successful experience teaching PreK-12 required. WSP/FBI criminal history background clearance required. Valid Washington State driver’s license and proof of liability insurance is required.

Working Conditions/Physical Requirements:

Work is performed primarily in an office environment; however, travel is required (including some overnight travel) to school districts across western Washington for workshops, with some meetings and conferences extending to the Eastern Washington region. Personal vehicle is required for transportation to various sites.   Sitting and standing for extended periods of time may be required. Lifts and carries a maximum of 40 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:  Those present in a normal office environment.  Routine travel may pose potential hazards including driving in inclement weather.
