Multi-Tiered System of Supports (MTSS) is a framework designed to proactively address the academic, behavior, and social-emotional needs of all students. In a thriving multi-tiered system of supports, all students – regardless of label – have access to high-quality, grade-level curriculum, alongside tiered, responsive interventions for as long as additional learning is needed. This is accomplished through a district-wide culture of data-based decision making, team-driven shared leadership, authentic family engagement, and effective implementation of evidence-based supports and strategies. The essential components of MTSS are interrelated, and as the intensity of student need increases, so does the intensity of each component.Â
MTSS is not about how we organize kids; rather, it is how we organize, unify, and coordinate as educators. The continuum of supports in a healthy MTSS district is characterized by 80% of resources and supports allocated to Tier 1, designed to serve all students. Greater allocation of aligned resources at Tier 1 increases the likelihood of student success, and decreases the rate of students in need of intervention. By integrating our efforts, we increase the efficiency and effectiveness of resources to better support staff and improve inclusive education for all.Â
In partnership between the ESDs and OSPI, the Washington MTSS team continues to facilitate professional learning and MTSS implementation coaching with districts around the state. As of June 2023, eight districts in the NWESD region have engaged in this MTSS coaching and support with Abby Buchanan, MTSS Regional Implementation Coordinator.Â
