About ECEAP at NWESD 189
The Early Childhood Education and Assistance Program (ECEAP) is a preschool program funded by Washington State’s Department of Children, Youth, and Families (DCYF).

What’s offered?
- Classes are five days per week, six hours per day.
- Classes follow the school district calendar.
- Children are in an inclusive learning environment.
- Transportation is provided.
This program is open to children who are 3 or 4 years old.
Currently, families must reside in the Bellingham, Burlington-Edison, Concrete and Sedro-Woolley school districts.
Families who meet at least one of the following criteria may qualify:
- Living on a limited income, as defined by ECEAP.
- Child participated in Early Head Start.
- Child has an IFSP (Individualized Family Service Plan).
- Child has an IEP (Individualized Education Plan).
- Child is homeless per McKinney-Vento.
- Children in foster or kinship care.
If you don’t meet one of these criteria, you may still be able to enroll depending on space availability. Check with our team.
