6500 – Risk Management
The Board believes the NWESD 189 must identify and measure risks of loss due to the damage or destruction of NWESD 189 property or to claims against the NWESD 189 by others claiming to have been harmed by the action or inaction of the NWESD 189, its officers, or employees. A risk management program shall be implemented to reduce or eliminate risks where possible, to determine the risks the NWESD 189 can afford to assume and to transfer to an insurance company those risks that the NWESD 189 does not wish to assume or cannot economically afford to assume. Such a program shall consider the benefits, if any, of joining with other units of local government for joint purchasing of insurance, joint self-funding, joint self-insuring, or joint employment of a risk manager. The Superintendent may assign the primary responsibility for the administration and supervision of the risk management program to a single person. The NWESD 189 will make available to claimants its standard tort claim form.
The NWESD 189 shall minimize its risk of equipment/property loss by requiring its staff to take reasonable precautions to protect all equipment/property and supplies. This will minimally include limiting the use of NWESD 189 property/supplies to specific job-related purposes. Further, staff are not to keep NWESD 189 equipment/property in automobiles unless they are physically present.
Unless provided in other insurance arrangements, the NWESD 189 may purchase and pay for bonds for the Superintendent, Assistant Superintendent for Finance and Compliance, internal auditing office, business manager, and such other officers or employees and in such amounts as the Board shall from time to time determine to be necessary for honest performance of their duties. Such bonds may include a deductible proviso not to exceed two percent of the officer’s or employee’s annual salary.
The Superintendent or designee will establish procedures to implement this policy.
