6060 – Cooperatives
One of the missions of NWESD 189 is to meet the needs of member districts through cooperative service programs. Interlocal agreements may also be made between educational service districts to serve school districts in other ESD’s of the state, as the Superintendent determines appropriate.
Unless the Superintendent determines an exception to be appropriate, the following expectations/considerations will apply to NWESD 189 facilitated cooperatives.
- Cooperative service programs will be established and administered with the advice of superintendents of the member districts.
- Cooperative service programs should provide improved services, meet special needs, and/or provide cost savings.
- Cooperative service programs should be self-supporting and should not cause reduction of other NWESD 189 services.
- Cooperative service programs administered for local school districts outside the boundaries of NWESD 189 are to be funded on a full-cost recovery basis.
- Cooperative service programs will maintain a minimum fund balance of no less than one month (1/12) of total budgeted cooperative expenditures. Exceptions will be supported by a plan of action to correct the imbalance by the budget year closure.
- Membership and budget will be determined by the member districts of the cooperative, subject to final approval by the NWESD 189 Superintendent and Board.
