4260 – Use of NWESD 189 Facilities/Equipment
The buildings, grounds, and facilities of NWESD 189 are intended primarily for educational service district uses. However, NWESD 189 facilities have been acquired with public funds. Therefore, such facilities may be made available for use by outside organizations under limited circumstances.
First, NWESD 189 facilities may be used, without charge, by organizations considered affiliated with NWESD 189 or its statutory functions. Second, NWESD 189 facilities may be used by outside groups and organizations (e.g. those unrelated to the NWESD 189 function) under one of three use (3) categories: no charge, cost-reimbursement, and payment of a use fee.
Non-commercial Washington State exempt non-profit organizations and community groups may utilize NWESD 189 facilities on a reduced fee basis.
NWESD 189 may make available its facilities on a limited basis in exchange for payment of a use fee for uses occurring when 1) admission is charged for an event, or 2) use of facilities is for non-education related activities of a commercial, entertainment, recreational or religious services nature.
The intent of this policy is to provide a service to the community, but not to compete with local business establishments. Therefore, NWESD 189 reserves the right to reject any application for use of NWESD 189 facilities when the NWESD 189 administration believes a commercial facility should be patronized.
The NWESD 189 does not discriminate based on race, ethnicity, creed, religion, color, national origin, citizenship or immigration status, age, honorably-discharged veteran or military status, sex, sexual orientation, gender expression, gender identity, homelessness, immigration or citizenship status, marital status, the presence of any sensory, mental or physical disability, neurodivergence, or the use of a trained dog guide or service animal by a person with a disability. The NWESD 189 will provide copies of the NWESD 189’s nondiscrimination policy to all third parties using NWESD 189 facilities.
The Superintendent is authorized to establish regulations for the use of NWESD 189 facilities, including use categories, fee schedules; supervisory requirements; use restrictions and security requirements.
