1220 – Board Officers/Representatives and Duties of Board Members
Chair and Vice Chair
- The chair shall preside at all meetings and shall exercise such other powers as may be delegated to him by the Board or by statute.
- The chair may, with the approval of the Board, appoint such special committees from time to time as may be required, pursuant to Policy 1240.
- The chair shall sign any official documents or papers relating to the NWESD 189 or its programs which may require the signature of the Board chair.
- The vice chair shall act in the absence of the chair.
Legislative Representative
A legislative representative shall serve as the Board’s liaison with the Washington State School Directors’ Association Legislative Assembly. The legislative representative may attend Washington State School Directors’ Association Assemblies, and should convey NWESD 189 views and concerns to that body. The legislative representative shall monitor proposed education-related legislation and inform the Board of these issues.
AESD Representative
The representative of the Association of Educational Service Districts (AESD) shall serve as the Board liaison for regular meetings and intermittent correspondence. The AESD representative shall keep the Board informed of AESD discussion and action.
Duties of Individual Board Members
The authority of individual Board members is limited to participating in actions taken by the Board as a whole when legally in session. Board members shall not assume responsibilities of administrators or other staff members. The Board or staff shall not be bound in anyway by any action taken or statement made by any individual Board member except when such statement or action is pursuant to specific instructions and official action taken by the Board.
Each Board member shall review the agenda and any study materials distributed prior to the meeting and be prepared to participate in the discussion and decision making for each agenda item.
Each member is obligated to attend Board meetings regularly. Whenever possible, each director shall give advance notice to the chair or Superintendent of his/her inability to attend a Board meeting. A majority of the Board may excuse a Board member’s absence from a meeting, if requested to do so. The Board may declare a Board member’s position vacant after four (4) consecutive, unexcused absences from regular Board meetings, pursuant to Policy 1115.
Each Board member is responsible for respecting and following NWESD 189 policies, including the Operating Principles that are delineated in Policy 1620.
