Shirley Cutshall

Shirley Cutshall
Special Programs & Services

Shirley Cutshall has worked within infant/preschool and K-12 public education for over twenty-one years as special education teacher, counselor, school psychologist, and special education/special programs administrator.  Her experience encompasses a wide range of student populations and ability groups, including high risk students, homeless, abused, and residentially placed students in alternative education settings. She has served as NWESD's director of the Special Programs and Services since July 2007.

Before joining NWESD, Shirley spent nine years at the Orange County Department of Education in California, as a program administrator for special education, clinical services and a myriad of mandated support services. Cutshall holds a BS degree in social services, and MS degree in counseling education. She has also completed post-graduate programs in school psychology at California State University in Los Angeles, and school administration at Western Washington University.


Kyle Bunker

Technology Services

In June 2001, Kyle received his Bachelor of Science in Telecommunications Management from DeVry Institute of Technology in Fremont, California.  He spent four years working at DeVry University in Federal Way, Washington as the Helpdesk and Network Manager. In this position, he developed  his management skills. He furthered his experience in the education field by working at the Anacortes School District as a Desktop Support Analyst.

He came to the NWESD in August 2007 as our Network Manager. In January 2011, Kyle became the Director of Technology Services. In this position, he manages the Educational Technology Services Center program manager, several administrative assistants, and five technicians; which support the technology at the NWESD, and several school districts that belong to the Network Cooperative.


Mary Kernel

Mary Kernel
Migrant Education Regional Office

Mary Kernel has dedicated her career to improving the educational achievement of the children of migrant farm workers through her teaching and K-12 district support. She has worked in the field of migrant and bilingual education in Washington State for thirty-one years, and has been the Migrant Education Regional Office Director for the last eighteen years. Throughout her career, she has been an ESL teacher at the community college level, a high school ESL, and Spanish teacher. As well as, the founder and Director of the Washington State Portable Assisted Study Sequence (PASS) Program—a correspondence program that has helped thousands of migrant students earn credits toward graduation since 1981.

Mary received her undergraduate degree in Spanish from Indiana University, which included one year of study at the University of Madrid, Spain.  Following two years of work at a dual language school in Guatemala City, Mary was inspired to return to Indiana University to get her MS in Teaching English as a Second Language (TESOL), as well as her teaching certification.  IU sent Mary to Washington State to do her student teaching experience, and she has remained ever since.  Mary has completed over ninety hours of post-graduate work from a variety of Universities in Washington State.


 

Maurene Stanton

Prevention Center

Maurene Stanton is serving as Interim Director of the NWESD Prevention Center while Lori Stolee is on Leave of Absence. For the past thirteen years, Maurene served as an administrator in the Arlington School District. Prior to that Maurene taught English and Special Education in the Quincy and Bellingham School Districts.

Maurene earned her BA in English Education from WSU, her M.Ed in Special Education from CWU, and her administrative credentials from WWU. Maurene’s passion is dropout prevention. She loves working with youth who have had challenging lives. Currently, she is doing extensive research into Adverse Childhood Experiences, and would love to converse with any educators who would like to pursue knowledge in this area.


 

Judy Wall

Judy Wall
Northwest Regional Data Center

Judy Wall has worked in public education for twenty-one years; of which eighteen are in Washington K-12 public education. She has served as director of the Northwest Regional Data Center since 1996.

Before joining the NWRDC as their director, she spent fifteen years in the Federal Way School District as director of community relations. Customer service has been key to her professional career. Judy is past president of the Washington School Public Relations Association, and a past Vice President of the National School Public Relations Association. She authored the first edition of NSPRA's Crisis Management Manual.

Her undergraduate degree is in Communications from the University of Georgia, and she has earned two MBAs; the first in Financial Management and the second in Information Systems from City University.
